I bootstrapped every package and the top level using automake 1.10 and autoconf 2.61. This brings Trilinos up to date with the latest versions of both tools. The change was due primarily to a problem creating tarballs on recent machines with the old versions of the autotools. I will add tarballs for the supported versions of autoconf and automake to the Trilinos3PL repository. I updated the config/AutotoolsVersionInfo file to reflect this upgrade.
